A native of Erie, Pennsylvania, Frank Liebel came to Norwich from Academy High school where his athleticism earned him a football scholarship. IN 1940 he was one of the highest scoring college ends in football. Liebel left Norwich and joined the Army after Pearl Harbor.
Liebel joined the New York Giants football team in 1942 and set a record in 1945 by catching three touchdown passes in less than five minutes in a game with the Philadelphia Eagles. His football career lasted seven years, six with the Giants and one with the Chicago Cardinals. 
In 1946, Liebel married his wife, Arline and they eventually became the parents of Gary, Gayle, and Tina. After working as a car salesman, Liebel was appointed to be a juvenile probation officer of Erie County working with his formed coach from high school. He worked as an adult probation officer until 1972 when he became chief probation officer of Erie County. During his career, he received numerous Criminal Justice awards including from Mercyhurst College in Erie and the Millcreek Police Department. He retired in 1982. 
Liebel was always interested in sports. His son, Gary, recalls "As a kid I spent endless hours playing catch. We'd  attend games every weekend and sit in the end zone," Liebel told his son that the end zone was the place to sit because, "that is where you see the holes develop." Involved in local sports, Frank coached Little League baseball, officiated at local track meets, and worked as an in-line coach for Erie Vets' football games. 
Frank was inducted into the Metropolitan Aerie Chapter of Pennsylvania Sports Hall of Fame. He passed away on December 26, 1996.
