    William S. Cutter graduated with a BS in Civil Engineering and a Regular Army Commission, and honorably served twenty years in the army. His service included two tours in Vietnam, where he earned the Legion of Merit and two Bronze Stars. Other assignments included overseas engineering projects in Japan, Korea, Germany, and France as well as work on the Nile missile program in the U.S. Along the way, Cutter found time for graduate study in Engineering at South Dakota State College and in Business Administration at the University of Maryland. 
    After retiring from the Army as a lieutenant colonel, he was employed in the Far East as chief engineer, building an offshore oil rigs for Marathon Letourneau in Singapore. Cutter later became general manage of the Fabrication Division of Chicago Tube and Iron and later, the training director for Plymouth Tubing in Illinois. Throughout the years, he has been an active participant at Norwich, serving as Class Agent for twenty years, President of the Chicago Alumni Club, an Admissions Ambassador, a member of the Alumni Association Board, and a member of the Partridge Society. Cutter was elected chair of the NU Athletic Association and received the Alumni Director's Award in 1992. 
    As a Cadet, Cutter lettered in football three out of four years. His first year, he played guard in the single-wing offense at 160 pounds. The next two years, he played defense and was on the special teams. During his senior year, Cutter played fullback on the team that went 6-2 and later bec ame the first team to be inducted into the Norwich Hall of Fame. 
    When not giving of his time to Norwich, Cutter volunteers for the Boy Scouts of America. He and his wife, Mary, have two daughters and three grandsons.
